"I paid Ground rent for 10 years in advance and still sends me the rent bill"

Last year I received a bill of £2.10 plus late payment charge plus solicitors fees. I've being trying calling them on 01204528452 which is on the bill but its always engaged. They don't even provide Email address to contact them in the invoice they send. The invoice they send says clearly that the office they run is not for the public .How stupid is that service..
